Why a written readiness record may matter more later
The Part 141 modernization report submitted to the FAA in March 2026 proposes judging examining authority less by fixed practical-test pass-rate thresholds and more by whether a school runs a functioning quality system, standardized instructor training, and reliable internal testing.
This is a proposal, not a regulation. The FAA has not adopted it, and nothing here is a compliance requirement. It is simply the direction the conversation is moving — and this dashboard already produces the kind of per-student, per-ACS-area record that conversation keeps describing.
