Where Part 141 oversight may be heading
The industry recommendations report submitted to the FAA in March 2026 proposes moving examining authority away from fixed practical-test pass-rate thresholds, and toward whether a school has a functioning quality system, standardized instructor training, and reliable internal testing procedures.
That is a proposal, not a rule — the FAA has not adopted it and may never adopt it in this form. But if your school ever needs to show its internal testing is real and consistent, a per-student, per-ACS-area readiness record built by a working DPE is a reasonable place to start.
