The FAA just opened a second path to practical tests
In January 2026 the FAA introduced Airmen Certification ODA. Under FAA Order 8100.15C, a qualifying Part 141 pilot school may be appointed to administer practical tests — for its own students in courses where it does not hold examining authority, and for applicants who never trained there at all.
The FAA said plainly why it built it: in some areas it does not have the inspector resources to manage designees, “leading to longer check ride wait times because of Designated Pilot Examiner availability.”
What it isn't: ODA is delegation, not certification — the FAA calls it “a privilege, and not a right.” It changes nothing about what an applicant must know or do to earn a certificate. It is non-mandatory, it is separate from examining authority, and it starts with a preapplication conversation with your Flight Standards office.
Where we fit: we don't help you get an ODA, and we make no claim that our records satisfy any FAA requirement. What we do is produce the thing any school running an internal testing function wants anyway — a per-student, per-ACS-area readiness record, built on questions a working DPE actually wrote.

Separately, the March 2026 Part 141 modernization report proposes judging examining authority on quality systems rather than pass-rate thresholds. That one is still only a proposal. (Docket FAA-2024-2531.)
